Testers Wanted: No "Turn On" Stereo if Sim is Sleepy version 2
NEW: This permits non-autonomous "Turn On" all the time. Please remove the "no-sleepy-stereo-on" and "bored-only-stereo-on" hacks.
Has been tested on Nightlife but should work fine on the Base and Uni game.
