The recolor doesn't read the mesh if they're not named the same. You need to make sure the mesh group(s) have the same name(s) as the subsets in the recolor file. At the moment, the mesh group names are "acc" while the subset name is "frame". You need to change the mesh group name to "frame" (easiest).
If you want to keep the setup, you also need to add a "placeholder" lens group for the mesh, or the accessory will on occasion flash blue. It's possible to fix this by removing all lines where the Lens group appears in the mesh and recolor file, but the easiest is to make a quick low-poly placeholder mesh in Mlkshape, slap it together into a single vertex, and hide it in the head (assign to the head, too). There's a downloadable placeholder mesh and a longer explanation in this topic if you need it:

It also looks like the teen mesh is linked to the wrong mesh (the adult male one).
The easiest way to see which 3DIR is which for accessories is to sort by instance. The 3DIR and instance that match belong to each other, and you can look at the age/gender in the XMOL to match them up. You can also see the age and gender in the instance of an unedited XMOL, spesifically for accessories (they follow the usual age numbers - 04 is teen, 08 is adult, 10 is elder, 40 is YA. Genders are the two last numbers, 01 for female, 02 for male - (0x0000)0402 is teen male, 1001 is elder female).
