My first neigbourhood upload is this very nice (even if I do say so myself) SC4 terrain that I call "SeaviewCity".
The City is a large flat landscape with plenty of room for buildings, community lots, residential lots, park-land, and nhood objects. It was made with nightlife expansion in mind but can be used with the original sims and university.
To install custom neigbourhood maps, you need to copy all the files from the zip file into "My Documents/EA Games/The Sims 2/SC4 Terrains" - that's a folder in your "The Sims 2" folder that contains all the neigbourhood templates.
