It works just like a cross between a potty chair and a spaceship seat, it has armrests, a tiny rubber ball for kids to play with if they're feeling constipated (suggested by whiterider), a tank and an elecrolysing unit. Unfortunately, you'll still have to empty it every time your toddler will be done with it...
