a lots of japanese girls have very garish und eye-catching artificial nails with opulent decor. not that i personally like nails like that so much, but for a japanese neighbourhood they are pretty useful, i think.
and for gals and gyarus these are definitely a must have...

thanks to scorpiomaurus i could upload a file of the whole nail set with custom thumbnails for CAS
if you are re-downloading the set, you must delete your
Accessory.cache file (My Documents\EA Games\The Sims 2) and possibly your CASThumbnails file (My Documents\EA Games\The Sims 2\Thumbnails) to get the new pictures. if you are downloading the set for the first time, there should be no problem!
