The map is based on The City from the whole Thief game series.
Long ago, I've made some Thief lots and they finally have a perfect neighborhood to put in.
All lots in this neighborhood are available here under my profile.
This is my very first SC4 file for your fellow taffers :P, beach lots capable, I've tested and it works well, enjoy~

*How to use*
Unzip, Put the .sc4 file and 5 .png image (all proper named) into
"My Documents\EA Games\The Sims 2\SC4Terrains" folder.
