Higher bills (or no bills) and less CAS money - for 1.55, works with 1.67

I don't know about you, but I don't find this game challenging enough money wise, so I made these two mods. Sure, nothing that hasn't been done before, but none of the old ones have been updated in while, so here you go. You will need patch 1.42 (Seasons) to use these.

Higher bills

Originally, your Sims would get billed for 1,3% of their material wealth with every bill. I find that ridiculously low, so I changed it to higher amount and made a few flavours: 5%, 10% and 18%.
I know different people have different styles of playing and different preferences, so I threw in a "no bills" mod too. You will still get books from the bookclub of course.
Only use one of these at the time

These mods change the "Mailbox _XML" (Instance: 0x894944A6DAD4A2CF) file and will conflict with any other mod that does the same. It will conflict with mods that alter the bill amount or the day at which the bills arrive for instance.

Less CAS money

I like my Sims to work for what they've got, so I didn't really appreciate "free money" you get when you create a new family. But you have to start with something, so I lowered the basic amount and values you get for each member. Only use one flavour of this mod at the time

Flavour 1: basic value is now 9000 simoleons (down from original 16500), 150 for any additional sim of any age, 110 for dog, small dog or a cat and 1000 for a horse.
You will get 9150 simoleons for making 2 adults or elders and 9710 for making a family with both parents, 3 kids and a dog.

If you find flavour 1 a bit harsh, you might like flavour 2, which follows a bit different principle, but it's a better choice for making bigger families.

Flavour 2: basic value is only 7000 simoleons, 1500 for any additional elder or adult, 900 for teen or a child, 600 for toddler, 350 for dog, small dog or a cat and 2000 for a horse.
You will get 6500 simoleons for making 2 adults or elders and 11250 for making a family with both parents, 3 kids (teen, child and toddler) and a dog.

This mod changes the "CASLogic _XML" (Instance: 0xE529346FDCD11774) file and will conflict with any other mod that does the same. Nothing else really interesting in this file so I doubt that will be a problem.

Patch 1.50: mods considering the bills were updated.

Edit: billing mod doesn't seem to affect UNI appartment rents. I will update if I find the file to modify that too.

Patch 1.55: no update needed, 1.5 version works with 1.55 game

Patch 1.67: no update needed.
