Here's a skintone that I put on a model that someone requested be available for download. It's the second lightest Maxis skintone with a tattoo around the navel and an X tattoo like the one Angelina Jolie has. Also has black nail polish. This skintone only appears in the teen and adult age ranges.

This is a new mesh recolour, and means that you will need to download the particular mesh itself in order for this to show up in your game. See the Meshes Needed section or read the text for more information.
