Sims Can Tell Jokes Whenever Despite mood.

Hi, this mod unlocks the ability to tell jokes within the "Funny" category despite the mood of your sims and it also removes the lockout time (Cool-down) period for the socials. No more seeing your "sim is to uncomfortable, sad or angry to do this!" The mood requirement for the Self Deprecating Joke is left alone: Dazed and Embarrassed.
This mod doesn't change anything else in the game. It just enables the socials to be available when the sims are uncomfortable, sad, and angry and removes the lockout-time (cool-down) period.
