Turns out this specific floor covering has an incorrectly set environmental score, so any room with this type of floor will have its environment significatively lowered.

I couldn't figure out a reason why this floor, and only this floor, had a "crapness" bit set on, so I assume it is a bug.

Anyway, this tiny default mod fixes that. Plop it in the download folder and you're good to go.
