The Prima Cars lot has now been updated. Now it only requires UNI, NL, OFB, FT and AL.
I also wanted to add something about the canal lots in general. Of course it looks a bit strange with the closed locks at the sides of each lot - especially because it cannot totally hide that the canal doesn't go right to the edges. But it's the best way I've come up with to create a contineous feel of a canal that spands several lots.
I should post a template soon, but until that happens here're the details so that you can build your own canal lots to match, should you wish to. (If you're an accomplished builder and interested in doing a joint canal hood project, please pm me.)
The lot should be at least 2x3, but anything bigger goes too. You need to unlock the edge tiles with the "boolProp lockTiles" [true/false] cheat. Count 19 tiles into the lot from the pavement or count 3 tiles from the back if it's a lot that's 30 tiles deep. The canal itself is 8 tiles broad.
I find that when it comes to digging the canal it's easiest if you cover the tiles that are next to the canal. Then use the large water tool. I even out the bottom of the canal with the terain tool. Just be sure to drag from the middle and undo if the water suddenly disappears
The place the locked canal locks at each end of the canal where there's no water. Use the canal bank tiles to cover the sides if you wish to.
If you build apartments on a canal lot, it is important that you don't rezone the lot to apartments while next to other canal lots. If you do this the whole lot will be under water. (I learned this the hard way!)
Just move the lot to a place where no other lots are next to it, then rezone and you're all good.
