How do I change my profile picture?

I have over 5 posts and I've searched and tried everything to change it (going to my links... etc). Can anyone tell me how to change it?

User Tools> User Control panel> Settings and Options (if you are on Bootstrap)

Go to your profile > Edit Profile > Settings & Options > Edit Avatar
