This round I've challenged myself to use vanilla Maxis assets. I cheated and used mods though- listed at the end.

Moira and Martha Stewart have both had successful careers, and decided to find a nice, normal community in which to set up a little business. So, when they found a vacant lot in the quaint little town of Strangetown, they thought it looked just perfect. Martha is a keen angler, so they built a fish farm and have called it 'Fishy Business'.
Front View: Moira and Martha chose this little house as the site of their future home, business and fish farm. Martha is skilled at fishing so will catch fresh fish to sell and maintain the farm. Moira is skilled at the business side, and will be managing costs and supplies, as well as trying out her patented tax avoidance techniques.

Whole lot: They built a trout pond with covered fishing platform, and added decking to the natural pond. There are some submerged raceways with a flow through system, for raising young fish in the future. A quarantine tank and fry tank mean that the farm is fully equipped for sustainable fish farming. They can allow visiting sims to catch fish here, as well as selling their farmed fish in the shop.
Roof: The house has a mansard roof; the shop was added on and has a flat roof. There was enough money in the budget for some solar panels, to offset the cost of water filtration and pumping.

Floor plan: The house has two bedrooms, one of them en-suite. There is a lounge, kitchen diner and family bathroom. The shop is self contained, but accessible through the kitchen. There are guest toilet facilities, accessible via the covered pathway. The house has its main entrance on the side, to the lounge; there is a further back door allowing easy access to the patio and fish farm. All doors to the house are lockable, to prevent customers from accessing the private areas of the house.

Floorplan extra 2: The master bedroom has a built-in wardrobe; the guest bedroom is comfortably furnished for friend or family member visits. There is an underwater theme to these two rooms. The family bathroom is accessible from the main hallway and is equipped with a tub shower.
Lot Price: Moira and Martha used almost all of their budget, because Moira knows that she can offset most of the business expenditure against her taxes. Martha has no idea how scary fish are to people who live in a desert, so she designed this huge illuminated sign to scare them off and pollute the lovely dark skies.
The kitchen is equipped with fridge, cooker, dishwasher and nectar bar. There is a little dining table and a counter for eating breakfast. Martha is a terrible cook so there is a smoke alarm, too, as well as a burglar alarm (on wall partially hidden by plant).
The lounge has a nice couch for listening to Moira's record collection. She's mainly into death metal. Martha likes reading so there is an armchair near to the bookcase.
The girls built a nice paved patio area, accessible from their kitchen. There is a barbecue so that they can grill fish for supper. They can also serve complementary hot-dogs to the guests at lunch time, because guests who stay for picnics pay more!
Next to the patio is a little playground where the kids can hang out whilst parents fish and eat. It's almost fully fenced, so there's only a small chance the kids will get wet. The natural pond is fully fishable, and Martha installed an ornamental koi pond in the corner.
The trout pond has a covered fishing platform, for stormy or hot days. The awning extends to the shop and guest toilet facilities, so that no-one has to get wet or sunburned. Martha festooned the fences with christmas lights, and assured Moira that there was only a small risk of electrocution from these. Moira added liability insurance just in case.
Martha added specialist tanks to create a sustainable fish stock. The submerged raceway tanks have filtration and pumping equipment to create a flow for raising healthy river fish. The octagonal tank is for quarantining new or sick fish, and the rectangular tank will be for fry.
As soon as the shop is open, Townies begin to arrive. Moira finds out that most of them have no idea what a fish is, nor why they would want to buy one.
Martha's attempts to teach Joel Jeffress to fish are futile- the only things she can find are boots and no-one needs those in a desert. In the background, Trista is heading to the guest facilities to hide from the fishy smell.
Bella Goth goes catfishing, which leads the other townies to suspect she may not be who she says she is.
Martha has hired Xavier to keep the house clean whilst the business is open. He is trying to figure out how to run the dishwasher. He's already figured out how the nectar bar works.
Jenny was considering a garden gnome for her husband, but soon got distracted by the invisible fish.
Moira was busy grilling some hot dogs for lunch, when she was interrupted by one of the customers. It seems that she was a mystery shopper, and had been so amazed by the general fishiness of the place that she was writing a good review. Moira wasn't totally overwhelmed by the award she was presented though, since her only competition was the grocery shop and the community pool.
Sim Sample found an unlocked gate and fiddled around with some interesting equipment. Of course he managed to break it; but fortunately PVC doesn't shrink. It does smell though. A bit like fish.
Later, a penguin wandered in to the shop, and peed on the floor. No-one seemed particularly surprised for some reason. The penguin stole a fish from the display, and ate it in the street. Edward Fuchs bought a couple of carp and found out what fish are for- fish slapping! Sim Sample has joined in since he already stinks.
Barbara Young is feeding the Koi. Matthew Howe has joined Moira, fishing in the natural pond. Matthew is wearing his swimming trunks because he also found the unlocked gate, and had a swim in the raceway tank.
Sims begin to leave as evening draws in. This image shows the awning that covers the shop and guest facilities doors, as well as providing protection for anglers at the carp pond. For extra safety, Moira installed a lightning rod on the roof, and lifebuoys near the water.
When the shop is closed, Moira grills some fish she caught and the girls enjoy a meal on the patio. The lot is well lighted at night, so if things go well Martha could host night fishing sessions. Moira agrees as long as she doesn't have to participate; there is only so much of stupid townies she can take in one day.
The girls listen to some gentle death metal before bed. Moira questions Martha's choice of salmon coloured curtains; there's only so far you can go with the fish theme.
Even the bedroom is fishy. Doubly so because Moira dribbled catfish juice down her frock whilst preparing dinner.

Now that the Round 3 judging is completed, and there can be no suspicion that I might be cheating, here are the extra two pictures that I didn't use in my entry post. (They would have put me over the 20 extra pictures limit, but both show the open/closed sign far more clearly than the floor-plan where Justpetro somehow managed to find it.)

Anastasia, still a teen, is the youngest of the four Romanov sisters, but is still older than her brother Alexei. As you may recall, the Romanov family, the old Russian Imperial family, have been granted sanctuary in Veronaville by Her Esteemed Grace, Juliette Capp, Grand Duchess of Veronaville. (In Real Life they were Massacred in Yekaterinburg, in the early days of of the nascent Soviet Union. IMAO George V, the then King of Britain, ought to have given them sanctuary, but he left them to their fate. But in my game at least, the Capps, the Grand Ducal family of Veronaville, have stepped into the breach and saved them. There is of course the minor matter of a hundred odd years, so the Romanovs are having to adapt from the rather straight-laced ways of early 20th century Imperial Russia, to the very relaxed fashions and morals of modern 21st century Veronaville. Anastasia is adapting to the change better than the older members of her family. She is thinking that she might soon start to adopt modern dress, which in Veronaville tends to be minimal.
Behind her, Edward Bryden, Diana's common-law husband, has just come out through the front door. The door is still open, with the open/closed sign visible through the glass. Now, if I was there, I would have to close the door in order to get at the sign to change it. But my Sims are much cleverer than I am -- they are able to reach through the glass, and change the sign through it!
In my case the problem with windows in the front wall wasn't just a budget issue. Rather like the observatory, windows would have compromised the function of the function of the building. The purpose of windows is to let natural light into the building. But this building is a modern but largely conventional theatre. In a conventional theatre the stage is lit artificially with controllable lights, which are often very bright. The auditorium in contrast is usually only dimly lit during the performance, so that the audience can concentrate on the performance. (The auditorium lighting is usual brighter before and after the performance.) Natural light is usually as far as possible excluded, as it would make it harder for the audience to concentrate on the action on stage. Therefore Diana Silke's ClefStave theatre has hardly any windows. There are two very small windows at the back of the auditorium. The light from these windows may be a slight distraction for those sitting in the rearmost seats, but will barely penetrate into the rest of the theatre. There are also four very small "privacy" windows high up under the eaves. These are mainly for ventilation. They have metal grilles over them so almost no light will reach the floor of the theatre. (I actually added them to try to add a little interest to the blank grey expanse of the front wall.) Having decided to build the main theatre next to and parallel to the front street, that blank grey wall became inevitable. It was only at the last moment that I tried to ameliorate the issue. By that time the budget was almost all spent. I was only able to pay for all those posters (and the ventilation windows under the eaves) by removing two toilet stalls -- one each from the male and female toilets. I did find a much larger poster, that would have covered much of the wall, but it cost over two thousand Simoleons, so it was out of the question at this stage. In an earlier age they might have fitted dummy windows, blanked off on the inside so they let no light in. But modern architecture doesn't like anything that's non-functional. One of the judges suggested making it an "L" or "U" shaped building, but I think for a theatre it really has to be roughly rectangular. (L-shaped might work for a music venue, with two auditoriums looking at a single stage, but it wouldn't work for most drama.) Of course the building is L-shaped if you include the ancillary building (toilets, office and dressing room). With hindsight it might have been better if these had been on the other side of the theatre, moving the main theatre back nearer the centre of the site. This would made the view from the front street much less boring. But, by the time I thought of that, it was far too late for such a major redesign. Ialso agree with Judge 1 that an entrance foyer would have been a good addition. If the theatre had been further back, the entrance foyer too could have faced the front street, allowing the "bandatron" machine to be under cover.
Those little fences at the foot of the steps were a very late addition, and I don't like them either. Their purpose is indeed to keep the audience off the stage during a proper concert. The gates are left open at other times, so Sims can wander up onto the stage and play the instruments. We certainly don't want a repeat of what happened in 1969 at a notorious concert featuring Jefferson Airplane and The Rolling Stones, when a local chapter of Hell's Angels were engaged to keep fans off the stage! (There was considerable violence and several people died.) I don’t think there even is a chapter of the Hell's Angels in Veronaville. (I suppose it could be done with mickyss's motorbikes.) Those fences are from Phaenoh's playground set, and I think we will remove them until there is an advertised concert. The reason for choosing the purple stairs is that I thought they were a reasonable match for the auditorium carpets, and I liked the handrails that came with them.
I still haven't started on Round 4, but Andrew has spent a considerable time talking to the Stewarts, and no doubt he'll be in touch soon with my instructions. I really have very little idea what to build for this round. Not having Seasons, my only option is the nursery garden, and I've never done anything remotely like that before. I have met the Stewarts, and they seem a fun couple, but I hope they're still smiling when they see what I build for them!

The Veronaville kids are alright.
In my case the problem with windows in the front wall wasn't just a budget issue. Rather like the observatory, windows would have compromised the function of the function of the building.
If a build requires a large expanse of wall it's best to plan the build so that part is not facing the front of the lot, or cover it by using large murals, two tone walls or even some creeping plants like ivy. How the lot looks is an important as its form.
A large mural would have covered it nicely and made it more into "This looks like an exciting place, I wonder what is going on in there?" and less like a place you would cross the road to avoid.

When I first played OFB donkey years ago, I started with Florence de la Rosa. I wanted to put some pot plants outside to sell as well, and, not knowing exactly what I was doing, accidentally marked some of Florence's garden plants for sale. The first customer was Benjamin Long and when I saw him staring at the plant, it was the start of Florence selling a lot more plants than flowers
I thought it would be a good option for players who don't have Seasons.
Jo has good advice about long walls above. I will add that columns holding up a roof may also look nice.
@AndrewGloria, I will also recommend that you rather use the Uni stairs if in doubt (you have those) - they look functional, practical and weatherproof, and the grey is neutral. (I personally use them more often than not for that very reason).

I made the budget big enough, because the different types of farming have different costs, and I did not want anyone struggling with the budget in the final round.

I would do a last 'walk around the lot as a sim' and see if there are any areas that look bare or anything that you have forgotten both inside and outside. If not don't worry about it.

Lachlan Stewart has always loved fishing. Indeed, on their very first official date, his wife Kaylynn found herself knee deep in a freezing lake, learning how to cast. Luckily, she loved it, too.
Now, forty years later, Lachlan is about to live his dream. The old Fish Farm at Viper Springs has come up for sale and he has persuaded Kaylynn that they should buy it and run it as a business together.
Of course, this will involve a lot of fishing on Lachlan's part, to replenish stock.
But just as they were about to move in, a tragic house fire took the lives of Lachlan's cousin Bill and his wife Barbra, leaving little Lulu an orphan in need of a home. The Stewarts quickly made space in their rather cramped new house for the little girl.

Welcome to the Stuarts' home and business. The Stewarts furniture has been collected over nearly 40 years of marriage, so their style could be best described as eclectic.
The first room you will see as you enter the house, is the hallway.
The main living room is more suited in size to two people rather than three, but at least they have a decent kitchen.
This it the study. The business accounts are kept here, and Lachlan also likes to sit and listen to the local Golden Oldie station on his old radio. Kaylynn likes to sit and do her crochet here too. You won't be surprised to learn that that globe has a hinge, and conceals Lachlan's supply of malt whisky, plus two glasses.
This is the utility room. Every farm needs a room near the back door where people can clean up a bit instead of tramping their dirt though the house. Dirty clothes can go straight into the washing machine.
The landing is the place for Kaylynn's main hobby, which is sewing. She made the embroidered pictures hanging on the walls, and several other things about the house.
Here is Lulu's new bedroom, which is a childless elderly couple's idea of what a little girl might like. Lulu isn't complaining. She is trying hard to be a good girl and take an interest in all the stuff Auntie Kaylynn and Uncle Lachlan like to do.
The bathroom is small and old fashioned, but perfectly functional.

The Stewarts spent the first day fishing to build up stock and getting to know each other. (Lulu also acquired a kitten, Rameses).
N.B. The aquarium is for decoration, not for sale.
But when they opened on day 2, they had a really good day. They reached rank 2 by closing time.
The grill area is available for visitors to cook and eat their own catches, as long as they bring the fixings with them. The fish gets cleaned in the restroom sink. Gotta love a fisherman's bathroom!
The Stewarts participate in the lakefish breeding programme run by the Natural Science department at LaFiesta Tech. This is the quarantine pond, where young fish are acclimatised before release into the lake.
