I think that in 2019 this game is dead, but maybe someone knows how to unlock this hairstyle or any mod or whatever?

Use the cheat 'DisableClothingFilter On' to unlock all heroes clothing for your hero. Make sure you have 'testingcheatsenabled true=1' (instead of 'testingcheatsenabled true=0') in your Commands.ini (/The Sims Medieval/GameData/Shared/NonPackaged/Ini)

I have been using this cheat for a long time but this hairstyle is not there

The way to have this hairstyle is to select it from the female's hair area in CAS in the hats section next to the hair button. You cannot use just the hair of this style alone. It is always with the scarf around the hair, as generally it is maids, pirates, and such that they are of a lower working class. The female servants of the monarch have this style by game default, however, any female sim can use it, too, you just have to edit them in Create a Sim, changing their clothing. etc.
