Do I need to do anything from here because I changed the mesh in two places?

For the "Comments",
"ModelName:" should match the group name for the group you're checking/editing.
"Opacity" should be "-1" for the "hair" group, and as long as it goes up at least one number for each additional group, it's fine (Should be lowest for the inner layer and highest for the outer layer, but which numbers are used doesn't matter as long as they go at least one up and it's not "-1", so "0, 1, 2, 3" - or "1, 3, 5" - or "0, 3, 4", or "35, 37, 39" - it's all fine).
The two last lines should be exactly as they are in the picture.

After the "Fix integrity" step, the mesh has to be linked to the recolor file.
You also need to EXPORT the mesh with the Unimesh exporter from Milkshape, and REPLACE it (the GMDC in the mesh file) in SimPE.

The tutorial shows how to do both of these. The hair isn't even close to finished until you've done both steps (and even then there are a few more steps).

Simplified checklist for making a hair (all steps are available in full in the tutorial):

Recolor file:
- Make recolor in Bodyshop, find file in SavedSims.

Mesh:
- Extract mesh resources from recolor file (OR with PJSE)
- "Fix Integrity" and new internal name
- Extract GMDCs, remodel/fix/replace in meshing program
- Export from meshing program, replace GMDCs in file

Recolor file (again):
- Link to meshes in 3DIRs
- Replace texture
- Test in Bodyshop (with "create sim") or in CAS.

Optional:
- Making recolors
- Compressing files


This process is similar for most CAS-related items with new meshes (clothes, accessories, hairs...)
