How to Enable the Game DEBUG Mode? (Not the Grim's Core Mod)

I was searching through the game files, and I saw that there is a DEBUG mode, with several functions. I really wanted to know how I can enable it. Grim's Medieval Core only activates DEBUG mode in the Sims menu...
