Default I'm trying to download HoodChecker but access to the path has been denied?
So I wanted to reinstall Sims 2 Ultimate Collection again and before I opened the game or anything I wanted to make sure Hood Checker and other mods are still functional. So I downloaded the mod and it says this:

I tried running it as administrator and moved into EA's file where Sims 2 is stored, it says the same thing. Is this a problem perhaps because I am running windows 11?

I just downloaded it and unpack just fine.

Try to download it to your desktop and not your music file location.

You have to put the Hoodchecker program inside the EA folder generated by installing the UC.

It is a standalone program but it requires access to the folders that have the neighborhoods.

In fact all programs dealing with the game and/or UC should be in that EA folder.

You extract the program inside the EA folder, then cut/paste a shortcut to the program onto your desktop.

I've had no problem putting it there.

I am running Win 11.

You don't actually have to put any of the tools inside the game folders. Mine happily reside in Documents while my game is installed in Program Files. If you do try to install/unpack them into windows protected spaces (ie: program files0, then your AV is more likely to delete files from them. Try unpacking in Documents where the user has full control.

It looks like you told it to access a "My Music" folder in the Admin userspace, yeah, that is going to be off limits. HoodChecker only needs access to the game's Documents folder, that's what it should be set to look in. It's not a mod, it's a program like any other program, you can install it anywhere on your computer that you want it to be.

Okay I found the issue. I just forgot to open Sims 2 when I reinstalled it, now Hood Checker works, no matter where I place the file.
