This user has the following games installed:

Sims 2, University, Nightlife, Open for Business, Pets, Seasons, Bon Voyage, Free Time, Apartment Life
Default Santa as a blind date - unsafe?
One playable Sim opened a home busness and several visitors offered a blind date with Santa Klaus as "someone they know". Isn't he a universal NPC though? I have plenty of down/townies but I found it strange they all offered the same person 2-3 times in a row.

I declined but I wonder if it's a mod or a vanilla bug?

It's just a bug with the reputation system. Cyjon has a fix for it, IIRC, or you can just disable that reputation reward entirely, or you can just click "no".
