Before, I played TS2 with very detailed textures, but after I changed the RAM on my PC, the game always forced me to leave the textures with low resolution, this happens mainly with the characters' clothes. I tried to fix it but nothing worked.

Looks like the game turned off bump mapping, likely also shaders.
If you try to turn on shaders via cheats, see if that does the trick.

You can try to add these to the userStartup file, or type them ingame.
Typing them in the cheat window won't last, but is useful if you just want to test if it works.
boolProp UseShaders true
boolProp bumpMapping true

You can also enable them via GraphicRules.
