Thanks, but I found a way to use Nraas Retuner to do it. Will mark this as solved.
So What i did was this, Opened retuner menu from the city hall, Went in Nraas, Retuner, settings, general, then By tunable XML, Then found Sims3.Gameplay.Objects.Fishing, and inside of that, there was FishingData, There I changed 2 settings, first kPercentTimeReductionAnglerCatchFish & Second kPercentTimeReductionFishermanCatchFish, I set both of these to 0.1, I am guessing one is the Angler trait bonus and second is the Fisherman Career bonus, after i did this, my sim was catching fish pretty much continuously. At least 3 to 4 times faster than default. Or maybe more.
For the Extremists out there, I also found one more setting, that drastically increases the fish price, inside the Sims3.Gameplay.Objects.Fishing, there is another setting called Fish, in that there is kMultiplierFishWeightForIchthyologist which is a bonus for the Skill challenge, it gives a weight multiplier which increases the weight of the fish caught, basically increasing the quality as in sims 3 the higher the weight of the fish, the greater the quality, I set this to 12, i think the default was 0.12 so i have drastically increased the bonus, Then another setting kPercentSizeIncreasePerFishCaught which i think is a multiplier that increases the size of the fish you catch the more time you fish continuously, it increases with each fish you catch, i think that is it. This setting was set to 1 or 0 by default, i can't remember, i set it to 2. I can't remember for sure, but i think i also changed the kQualitySkillLevelBonus to 10, but i don't remember for sure. If the default is not 10, then i changed it too.
The result was getting fish weighing more than 100 Tons, and selling for more than 100,000 simoleans. This i feel is overdoing it, but it was a funny cheat lol. So i thought I'd share it.
