The flagship game of Maxis along with TS (The Sims), Simcity is one of the most popular games ever and has already earned itself 3 sequels with the 4th, Simcity5 reported to be in early planning.
Simcity 4 as one of the newer games, was designed using the DBPF format pioneered (presumably) for Simsville, and later used in Both The Sims Online, and Simcity4.
As this format was so successful it was later carried over to the game we now work on, The Sims 2. Luckily much is known about this format and its subfiles by now.

Simtropolis is where 95% of the modding of Simcity4 took place and where the Datgen program was designed.
