It's originally Rose's hair and now it's blue so it will fit Eiko from Final Fantasy IX. She was kind enough to give me permission to upload it here. You can find the regular colours at her site. The bow is not a part of the hair, no worries. (I hate hair with additional content)

It's blue all the way up to elder, so knock yourselves out.
