Working On Restorable Car Doesn't Tank Energy and Hygiene

Now your sims can focus on actually restoring their restorable car instead of napping and showering all the time. This will make it so sims energy and hygiene motives will not decrease when working on the restorable car. I have modified and overridden the BHAV Sub - Work On Motive Change to make this game modification.
