Replace Overcome Writer's Block Objective

I know a few people liked the idea that "Overcome Writer's Block" had seemingly been replaced with "Read a Book at the Library," and were confused when it seemed bugged and would not complete. Now with the October 22nd patch we see that this was maybe not even intended, and we're back to overcoming Writer's Block. However, if you begin working on this aspiration later, when you have a high writing skill, you may find it difficult to get Writer's Block. I spent three days practicing writing on one Sim and still could not get it, so I made this mod. While testing this mod I got Writer's Block, true story.

This is a simple tuning mod that does what we thought was done a few patches back, replace the Overcome Writer's Block objective with something more benign. I wanted something easy, but not as easy as reading a book! Reach Level 2 Writing Skill is an objective for Level 2 careers so I thought it made a good Level 1 Aspiration objective.

This mod changes the following XML and DATA resources and will conflict with other mods that also change these resources:

This mod was built using Game Version 1.0.797.20, it should be compatible with all versions.
Checked 2014/12/18, Compatible with patch 1.3.18.1010.
