Requires NL, OfB and Pets (OfB is probably not strictly required though -- I only see one mirror and one outdoor light from OfB --, so you could try without).
No custom content.

Three really small, really cheap apartments in a very small building on a very small lot, each of them furnished for 1–2 sims. The building has a shared basement and a small back yard with room for one driveway (I recommend frillen's invisible one); note that *only* the ground floor apartment has access to the yard. No lift. If you de-furnish one of the apartments, you can probably use this as a "double starter" (I think it's well possible to get the price below 40.000§).

This is not an AL lot, although I guess it could be converted into one. See my Backdoor Lane 10 post for info on non-AL apartments.

Each apartment has

1 x double bedroom
1 x bathroom
1 x kitchen/dining/living room

The one on the top floor also has a small storage room (accessible from the bedroom); the one on the ground floor has a veranda with access to the yard, kitchen and dining/living are also spearate in that one.

Playtested in NL+OfB+Pets; note that I had to remove the roof over the front porch since it rendered the stairs above inaccessible and forgot to make a new screenshot after that. The difference isn't very big though.

This lot is shrunk with Mootilda's LotAdjuster (v1.1); you can easily enlarge the lot with that if your sims want more outdoor space.
