No Excessive Tune-Ups from Fix-O-Matic Servos

Sharing another servo mod that I mainly made for myself. :P

This is something to fix an annoyance that can occur in sim households which have multiple servos.
If a servo has the "Fix-O-Matic" behavior module installed, they'll act like handyman sims and repair any broken items on the lot, including other servos in the household. But that means they'll also be constantly tuning up servos even if their durability motive is only slightly imperfect, and even if the other servos are busy with other tasks, so this can get very irritating, very fast.
This mod fixes the problem by adding an autonomy test for the tune-up interaction so that it will only be done autonomously on other servos if their durability motive has dipped into the yellow (which is around the halfway point), so they'll be getting tune-ups from Fix-O-Matic servos only when they need it.

Also while I was at it, I made a tiny change to the interaction so that it has a progress bar/circle; The other servo repair interactions have progress bars although this one didn't for some reason, so I added it for consistency, plus I like having them for these kinds of things.
