No More Skill Level Notifications

This mod removes both the popups (center) and the notifications on the wall (right hand side)
This is a minor mod change so that when you level up or maximise a skill you do not receive the audio/music, the popup notification or the notification on the notification wall.
This is compatible with having just the base game, as well as all expansions and the latest update.
If you are like me you find the notification wall and popups distracting from the immersion in the game
Currently, this does not hide any notifications in relation to mod-specific skills (like those in Wicked Whims).
You can combine this with my "No More Achievement Notifications" to also remove both skill-related achievements from showing as well as general achievements.
