Usable Canes for Young Adults and Adults (+ Occult Fixes)

I've seen quite a few people on this site and other Sims 3 mod sites complain that EA didn't allow non-elder Sims to use the walking canes from Generations, so I decided to make this mod to address that.

Additionally, this mod fixes an issue where witches and werewolves couldn't use them, even as elder Sims.

Other occult Sims, like vampires and imaginary friends, were explicitly prohibited by EA from using canes, as they were from using backpacks from University Life, so I kept use for those occult Sims disabled by default as well as for other occult Sims that float or stumble around (e.g., mummies and zombies). Each occult type can have the use of canes enabled for it by using s3pe to edit the "Tuning" _XML resource in the mod's .package file, or by using NRaas' Retuner to change the settings under General > By Tunable XML > Sims3.Gameplay.Destrospean.
