Lower job promotion chances

Everyday promotions seem too rushed sometimes. Normally, sims have a 100% chance to be promoted, given they meet the next level reqs.
NO MORE.
Make it 75%, 50%, 25% or even 10%. Let them stick around in their positions for a (random) while longer.

It's a simple global mod that overrides only one game resource with career related tuning values (namely BCON #2005 of job globals).
- Should work in any game configuration. I tested on UC.
- Conflicting mods? Haven't seen any. When in doubt - run away HCDU.
- Should be compatible with Pescado's Harder jobs, Cyjon's Job Stopinator (yay) and KittyCarey's Doctors Need Degrees.
