The portal penalty for modular stairs is adjusted according to the number of people currently using them. People prefer to use nearby vacant stairs now, and running people may go past a walker on a parallel flight. People running see vacant stairs as a lesser obstacle and might prefer them over elevators. A running person will temporarily revert to walking speed when entering a stair with walkers on it.

A person standing on the opposite end of stairs will not be immediately pushed to move. A blocked staircase will instead have an increased penalty, but remain available. The person will be pushed to move when it is time to disembark the stairs. This might avoid interruptions during Dining or Espresso when multiple people follow one another closely near stairs.

The penalty is calculated at the start of a route and at pauses (like for putting on outerwear), and therefore is only adjusted when near the stair. Stair occupancy is recalculated on entry to avoid losing track of users if they crash, are removed with cheats or on lot load.

Straight stairs are not affected by this mod.

Stair Penalty Kitten Toddler: This version doesn't have an age check only for use with another mod that allows kittens and toddlers to use stairs.
